RENOVATION OF TB REFERENCE LABORATORIES FOR 9 LOTS

1 Introduction

The Institute of Human Virology, Nigeria (IHVN) is a leading local non-governmental organization implementing HIV/AIDS, Tuberculosis, Malaria, Research and non-communicable disease projects in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by these diseases.

2 Purpose of RFB

The purpose of this request is to solicit for bids to facilitate the implementation and optimization of nine Reference Labs across the country with oversight from Institute of Human Virology-Nigeria.

3 Invitations for Expression of Interests and Bidding

IHVN is soliciting for interests from reputable service providers, suppliers and organizations with relevant experience in carrying out services listed on our RFB during the project implementation period.

To be eligible to participate in the bidding process, interested organization are required to provide the following  information:

  • Signed Cover Letter indicating Lot Number (check Bid BOQ on our website for more information)
  • Company Profile
  • All Bidders must include copies of tax clearance certificates for the past three years. i.e., 2019,2020, 2021 & 2022 if readily available.
  • Verifiable evidence of completing similar jobs successfully in the last 5 years. 
  • Expert knowledge and demonstrable working experience on building services.
  • Technical and human resource capacity to rapidly cover a large number of sites and ability to work within agreed timelines
  • Bank Reference Letter
  • Bid security shall be provided in the amount and form indicated in the BDS

All bidders must indicate their bid validity period. The bid validity period will be 90 days,

4. Submission Requirements

  • All bids must be in ink or type written; submission in pencil will not be accepted.
  • Cost Proposal: IHVN desires that bidders provide bid formatted in the templates in Annex B. Bids must be in Nigerian Naira.
  • Delivery Information: Delivery period should be stated in line with the expected project performance period
  • Bid must be in Company’s Letter head, duly signed and stamped by an authorized company representative
  • Bid Validity Period must be mentioned and not less than 90 days.
  • Any quote with percentage/calculation error will be disqualified at the tender meeting.

  1. Bids which must reach us within three (3) weeks from the date of this publication should have the title of the BID written on the “Top Left-Hand Corner” of the envelope.

Human Resources Officer

Responsibilities

  • Managing monthly Staff Communication services/tools and liaising with the different Network providers.
  • Monitoring staff physical attendance, punctuality and absenteeism.
  • Compiling and updating employee records (hard and soft copies).
  • Calculating retention, turnover and internal mobility rates, Report on key recruiting metrics like time to fill and hiring costs.
  • Assisting in designing, hiring and training plans, forecasting costs by departments and helping to create budgets.
  • Assessing results from employee performance reviews (APER).
  • Recommending areas of improvement for our HR procedures as well as identifying top reasons for staff attrition.
  • Performing any other duties as assigned by the HR Manager.

Requirements

  • Minimum of five (5) years’ work experience as HR Officer or similar role.
  • Experience using Human Resources Management Systems.
  • Excellent communication and analytical skills.
  • Ability to create detailed spreadsheets, charts and presentations.
  • Good research abilities and problem-solving skills.
  • Familiarity with HR operations including hiring, payroll and employee benefits.
  • B.Sc in Human Resources, Business/Public Administration or relevant field.

CONTACT INVESTIGATION MONITOR, (CI Monitor) (4)

IHVN is in partnership with local and international organizations and the different tiers of the government of Nigeria at national, state and local levels. The TB-LON 3 Project is a USAID-funded Award that is a revolutionary program working with communities, facilities and relevant State and National structures to improve access to TB case finding, diagnosis, treatment and notification in Lagos, Ogun, Osun and Oyo States; as well as increase domestic financing for TB and strengthen surveillance and integrated reporting across four result areas:

  1. Improved access to high-quality, person-centered TB treatment, DR-TB, and TB/HIV services for a cumulative number of at least 106,576 persons for the life of the activity
  2. Strengthened systems and structures for TB detection, treatment and notification with TB service delivery platforms strengthened
  3. TB disease transmission and progression reduced
  4. TB research and innovations accelerated with improved impact on program implementation.

The TB-LON 3 Award is implemented by a consortium with Institute of Human Virology Nigeria (IHVN) as the Prime Recipient, Society for Family Health as the Sub-Recipient and other Implementing Entities.  USAID recently approved a grant to scale up Contact Investigation activities in 4 States.

Job Title: CONTACT INVESTIGATION MONITOR, (CI Monitor) (4)

Job Summary:

The CI Monitor will coordinate and lead the implementation of strategies to rapidly scale-up Contact Investigation activities in the project state.

Roles and responsibilities:

  • Coordinate the implementation of CI activities in the State.
  • Coordinate the engagement, involvement and linkages of key partners to support CI scale up in the state.
  • Coordinate the implementation of CI activity plan in all the engaged LGAs in the State.
  • Support the State in capacity building of healthcare workers on CI activities 
  • Represent TB LON 3 on relevant committees and technical working groups in the state.
  • Check and maintain the process of intensified TB case finding and treatment at sites and in the community through contact investigation
  • Collect weekly line list of index patients for contact investigation from contact tracers.
  • Routine visits to supported facilities to assist in ensuring smooth Contact Investigation process at the clinic when necessary.
  • Support Community/DOTS referral linkage coordination, ensuring seamless integration with complete referral of presumptives and eligible contacts for TPT between the two service points
  • Provide technical assistance to contact tracing officers and community volunteers on TB screening, presumptive identification and further evaluation for diagnosis
  • Supervise TB LON 3 Contact Tracers in the state.
  • Collate LGA reports on CI activities and produce periodic reports on CI implementation in the state.
  • Support high quality data recording and reporting with Spot checking of TB documentation tools
  • Support TB LON 3 state SI Coordinator to verify CI data; and appropriately use data for program review to improve quality and increase performance.
  • Provide support to Contact Tracers and community volunteers to ensure maximum yield from contact tracing activities
  • Collate weekly site contact investigation reports and routinely verify reports generated against source documents and report challenges to IHVN supervising officer where necessary.
  • Collate monthly stocks of available TB preventive medicines for decision making.
  • Any other duties as assigned by CI Coordinator or TB LON 3 Management

Minimum Requirements

  • Minimum of a degree in medical, health or social sciences. Master’s degree in Public Health (MPH) will be an added advantage.
  • Sound knowledge of TB program.
  • At least three years of professional experience working in public health or vaccination programs.
  • Experience in working with key state health stakeholders.
  • Experience with USAID or any other donor will be an advantage.
  • Excellent oral and written communication skills in English as well as presentation skills, with proven experience in analyzing data and developing PowerPoint presentations and other reports.

Job Summary:

The CI Coordinator will support the DTP in the implementation of TB-LON 3 Contact Investigation activities. She/he will oversee TIFA field CI operations across the LON 3 States, with special focus on rapid scale-up, tracking activity implementation, driving target achievements and improving the quality of CI services.  

Roles and responsibilities:

  • Provide technical support for the overall implementation and scale-up of TB-LON 3 Facility and Community CI and TPT activities in the project states.
  • Provide capacity building, supportive supervision, coaching and mentoring for CI Monitors and other field staff.
  • Build strong partnerships and strategic collaborations with NTBLCP, STBLCP, Community gatekeepers and other key stakeholders
  • Represent TB-LON 3 on relevant committees and technical working groups and support the review and update of relevant policies, guidelines and training manuals.
  • Conduct CI data verification, validation and data quality assessments (DQAs) using standard checklists.
  • Track the contribution of TB-LON 3 to CI and TPT uptake in the four States.
  • Support research and learning around CI scale up and TPT uptake.
  • Produce periodic reports on the achievement of CI activities in TB-LON 3.
  • Perform other duties assigned by IHVN Management.

Minimum Requirements

  • Master’s degree, or its equivalent in public health, health program planning and management, or other relevant field preferred.
  • A minimum of 4 years’ experience in public health service provision and implementation, especially in TB, HIV, and other diseases of public health importance.
  • Proven experience in capacity building, leadership, planning and management.
  • Experience in working with health and community stakeholders, particularly in the South West States.
